Workers with Francis J. Palo Inc., of Clarion, began cutting trees Thursday to start the rebuilding of the Vinegar Hill steps and the leaning retaining wall along Indiana’s Water Street.

Alan Neeper, left, and Randy Plyler, right, began by topping the trees and then worked their way down. Traffic restrictions are in effect along the 600 block of Water Street, and it’s recommended that motorists enter the Water Street Parking Garage from Nixon Avenue and exit the garage onto Carpenter Avenue.
