Apollo man sentenced

PITTSBURGH — An Armstrong County man was sentenced Friday in federal court to serve eight months in prison, followed by eight months of home detention and then 18 months of supervised release, on his conviction for wire fraud, according to U.S. Attorney David Hickton.

U.S. District Judge Terrence McVerry imposed the sentence on Michael Fullard, 54, of Apollo.

According to information presented to the court, Fullard was president of Fullard Environmental Controls, in Ford City. FEC performed demolition services in 2007 for the U.S. Navy in Beaufort, S.C.

The information alleged that Fullard, along with Barry Peterson, co-owner of FEC, defrauded the government by submitting false information to the Navy regarding the costs incurred by FEC to perform the demolition services.

According to the U.S. Attorney’s office, Fullard and Peterson, through FEC, defrauded the government of $772,701. As part of his sentence, Fullard was ordered to pay a forfeiture judgment to the U.S. government of that amount.
