Matthew Kowal, 19, of Camp Hill, Cumberland County, was cited with disorderly conduct by Indiana University of Pennsylvania campus police following an incident at 1:58 a.m. Sept. 7 in the Delaney Suites dormitory. Police gave no details of what led to the citation.
State police at Indiana charged four people with retail theft, saying that on three occasions starting on Aug. 7 they stole merchandise from Walmart and attempted to return the items for gift cards.
Police identified those charged as Richard Sparks, 26, of Homer City; Ashley Hoover, 28, of Black Lick; John Sparks, 48, of Antioch, Tenn.; and Melissa Sparks, 41, of Forest Hill, Md.

Bryan Ritchey, 41, of Marion Center, was charged with retail theft after trying to steal merchandise from Walmart at 11:30 a.m. Aug. 9, according to state police at Indiana.
State police at Indiana said Michael Reynolds, 34, of Shelocta, was charged with driving under the influence.
Police said Reynolds was stopped as he was driving at 3:08 a.m. Aug. 3 on North Fourth Street.
Cowanshannock Township, Armstrong County
A Sagamore man has been cited with a summary count of criminal trespass, state police at Kittanning reported.
According to investigators, Joseph Gulas repeatedly approached Deanna Slagle and Barry Ritchey at their residence at 392 Ninth St., Sagamore, and begged them for prescription drugs, money and rides to doctors’ offices and pharmacies to obtain drugs.
Slagle and Ritchey told police on Aug. 31 that Gulas, 48, came to their home “on a fairly frequent basis” although they have posted “private property” and “no trespassing signs” and repeatedly told him he is not welcome on their property.
A citation was filed Sept. 10 at the Rural Valley district court.
John Cup, 38, of Saltsburg, was charged with public drunkenness after state police at Indiana responded to a disturbance along Foster Road at 3:20 a.m. Wednesday.
Police said Cup was placed in the Indiana County Jail.
State police reported someone stole a red metal pedal tractor belonging to Rebecca Sable, of Alverda, on Thursday or Friday from 304 Front St.
South Mahoning Township
William Corman, whose address was not reported, told state police that someone stole a Bushnell Trophy Bone Collector Edition trail camera between Sept. 9 and 11 from the area of Whitesell Road.
Salem Township, Westmoreland County
An intruder entered Frank’s Bar along Route 22 through the front door and stole a money bag between 2:30 and 2:50 a.m. Tuesday, state police at Kiski Valley reported.
Troopers gave no estimate of the loss.
