PURCHASE LINE: Elementary school up for auction again

PURCHASE LINE — The Purchase Line school board agreed Monday to put the former North Elementary School property up for auction again during its regular meeting at Purchase Line High School.

The building had been auctioned during June; however, the reserve amount of $135,000 was not met. Another auction for the building was scheduled for today at 11:30 a.m. with a reduced reserve of $130,000. The building will be sold as is, with a $20,000 down payment required at the time of purchase.

This decision was made following a presentation by the low bidder at the previous auction, William Bilo Jr., who was seeking the board’s approval to waive the reserve amount.

Bilo, a Blairsville resident, is president and CEO of Evian LLC, a business he founded in 2001. Bilo said Evian is currently made up of three business-service enterprises: partners in payroll, partners in lodging and hospitality, and partners in vacation rentals, the latter two of which are currently dormant.

Bilo assured the school board that if he were allowed to purchase the property, it would not be flipped. Rather, it would be occupied by Evian with the goal of creating new jobs for the community. The building could accommodate 150 people and the various departments of the company with room to grow, ultimately creating a total of 225 jobs over the next 25 years, he said. Jobs would range from clerical, administrative assistant and data entry to legal, IT, Web design and sales. Maintenance, janitorial and kitchen jobs would also be included.

“I’m excited about bringing jobs to the area,” Bilo said. “It will be more beneficial to the community and the taxpayers than other things they could do with the property.

“We’ll see how it all pans out,” he added.

The board also approved construction bids for the new safety vestibule/visitor’s entrance and cafeteria following a presentation by Greer Hayden of HHSDR Architects/Engineers. General construction was awarded to BCS Construction Company for $181,486; mechanical construction was awarded to Marc Service Inc. for $21,847; and electrical construction was awarded to Mashan Inc. for $48,900.

Construction on the vestibule is scheduled to begin July 22 with an expected completion date of Oct. 22. Construction on the cafeteria will be postponed until spring so as not to interfere with school lunch programs.

In other business, the board:

• Approved hiring Megan Matko as assistant band director for $1,850 for the 2013-14 school year.

• Approved hiring Brittany Brownlee as head cheerleading coach for $2,000 for the 2013-14 school year.

• Approved hiring Raymond Matko as assistant girls’ basketball coach for $2,500 for the 2013-14 school year.

• Approved hiring Roger Kephart as assistant football coach for $2,500 for the 2013-14 school year.

• Approved the renewal of athletic contracts for the 2013-14 school year for Gary Buffone, assistant softball coach; Kelley Goss, assistant girls’ basketball coach; Rebecca Hudak, assistant girls’ basketball coach; Sean Mack, head track coach; Michael Ninosky, head softball coach; and Brandon Overdorff, weightlifting.
