Keith Hurley, 19, of Coplay, Lehigh County, was discovered attempting to roll a manhole cover down an embankment between South Drive and Grant Street at 1:01 a.m. Oct. 12, Indiana University of Pennsylvania campus police reported.
Officers cited Hurley with summary counts of public drunkenness, underage drinking and disorderly conduct.

Borough police cited Nicholas Tulenko, 18; Daniel Blaney, 19; and Tyler Smith, 19, all of Pittsburgh, with underage drinking at 1:47 a.m. Oct. 6 in the courtyard at the Suites on Pratt dormitory.
North Mahoning Township
Aime Sue Robinson, of Beaver Drive, Rochester Mills, reported to state police that someone gained her credit card information and charged $439.06 of purchases in her name at online shopping sites on Tuesday and Wednesday.
West Wheatfield Township
State police reported that Jamie Hall, of Bolivar, stole two personal checks belonging to his father, Cloyde McAdams, on Oct. 7 on Clark Road and cashed one of the checks for $200.
In a criminal complaint filed Oct. 18 at Blairsville District Court, troopers charged Hall, 27, with forgery and retail theft.
David Fisher, 28, of Blairsville, was charged Friday by state police at Indiana with possession of drug paraphernalia stemming from an incident at 3:08 p.m. Oct. 11 on Old William Penn Highway.
Young Township, Jefferson County
Hayle Noble, 26, and Sean Welch, 20, both of Punxsutawney were caught concealing merchandise valued at $70 in Noble’s purse at 3:35 p.m. Oct. 11 in Walmart along Route 119, state police at Punxsutawney reported.
Troopers charged Noble with a second-degree misdemeanor count of retail theft on Oct. 17, and cited Welch with a summary count of retail theft on Oct. 17 at the Punxsutawney district court.
South Bend Township, Armstrong County
Richard Gamble, of Shelocta, grabbed and pushed Debbie Gamble, of Brackenridge, Allegheny County, at 10:20 p.m. Oct. 4 during a dispute at 128 Sugar Run Road, state police at Kittanning reported.
Richard Gamble, 50, was cited with a summary count of harassment.
