Several defendants have been named in criminal charges filed before Magisterial District Judge Susanne Steffee, of Homer City.

Criminal complaints and affidavits of probable cause are not evidence of guilt in a criminal case. Defendants are entitled to legal representation and have the right to question the witnesses and evidence presented against them during preliminary hearings in the district court and at trials in the county court of common pleas.

Charged were:

• Andrew M. Dumm, 20, of Gemmel Road, Clune, charged Jan. 2 by state police with DUI, underage drinking and three summary driving infractions at 4:15 a.m. Nov. 2 at the intersection of Warren Road and Oak Ridge Drive, White Township.

Police observed a vehicle leave the Warren Road Sheetz without headlights illuminated and initiated a traffic stop. Dumm had a blood alcohol content of 0.126 percent, court papers show. Dumm waived his right to a hearing and opted to face action in Indiana County Court. The underage drinking charge was withdrawn.

• Devlin R. Webb, 52, of Green Valley Road, Indiana, charged Jan. 2 by state police with simple assault, harassment and disorderly conduct at 7:39 p.m. Dec. 23 at a residence on Green Valley Road, White Township.

Police responded to a report of an assault. Police say Webb and the victim had been consuming alcoholic beverages and got into an argument. The victim claims Webb hit him with a golf club. Webb pleaded guilty to disorderly conduct and was ordered to pay $251 in fines and costs. The simple assault and harassment charges were withdrawn.

• Matthew E. Deyarmin, 25, of Byers Road, Indiana, charged Jan. 2 by state police with possession of drug paraphernalia at 9:26 p.m. Dec. 26 at an apartment along Whittier Drive, White Township.

Police responded to a report of a heroin overdose. A syringe was found on scene. The case was held for court.

• Tammay L. Bender, 48, of 13th Street, Lucernemines, charged Jan. 2 by state police with retail theft at 1:15 p.m. Dec. 16 at Walmart, 3100 Oakland Ave., White Township.

A Walmart asset protection employee said Bender attempted to leave the store without paying for $484 worth of merchandise. Police responded to a report of retail theft.

Bender waived her right to a hearing and opted to face action in Indiana County Court.

• Jessica E. Gromley, 33, of Starford Road, Starford, charged Jan. 2 by state police with possession of drug paraphernalia and disorderly conduct at 7:30 p.m. Dec. 22 along Creek Road, near Five Points Road, Armstrong Township.

Police responded to a report of a van with people inside parked on the side of the road for an extended period of time. Gromley pleaded guilty to disorderly conduct and was ordered to pay $451 in fines and costs. The drug paraphernalia charge was withdrawn.

• Amanda N. Todhunter, 31, of Millay Circle, Indiana, charged Jan. 7 by state police with corruption of minors and disorderly conduct between April 1 and July 1, 2013, at a residence on Millay Circle.

Police investigated a report that minors had witnessed Todhunter engaged in sexual activity multiple times. Todhunter pleaded guilty to disorderly conduct and was ordered to pay $301 in fines and costs. The corruption of minors charge was withdrawn.

• Raymond C. Geer, 26, and Katelin M. Munshower, 23, both of Maple Street, Indiana, charged Jan. 9 by state police following a traffic stop at 2:33 a.m. Dec. 22 at routes 56 and 119, Homer City. Geer was charged with possession of drug paraphernalia, and Munshower was charged with DUI and two summary driving infractions.

Police observed a vehicle with an inoperative headlight and initiated a traffic stop. Upon contact, police detected the smell of marijuana. A glass smoking pipe and metal grinder were located on Geer’s person. A chemical test of Munshower’s blood showed the presence of a schedule I controlled substance, court papers show.

Geer and Munshower waived their right to hearings and opted to face action in Indiana County Court.

• Michael W. Weaver, 49, of Route 422, Strongstown, charged Jan. 9 by state police with DUI and four summary driving infractions at 3:10 a.m. Dec. 11 along Rexis Road east of Route 403, Buffington Township.

Police investigated a single-vehicle accident. Weaver had a BAC of 0.159 percent, court papers show. Weaver waived his right to a hearing and opted to face action in Indiana County Court.

• Adam C. Koos, 42, of Muddy Run Road, Blairsville, charged Jan. 9 by state police with DUI, indecent exposure, public drunkenness and a summary driving infraction at 3:22 a.m. Dec. 21 in the parking lot of the Homer City Sheetz, Center Township.

While getting gas for a patrol vehicle, police were alerted by a Sheetz employee that Koos had urinated in the parking lot and had passed out while attempting to drive away from the store. Koos refused to submit to a chemical test of blood, court papers show. Koos waived his right to a hearing and opted to face action in Indiana County Court.

Cases Adjudicated

• Possession of drug paraphernalia and disorderly conduct charges against Tiffany N. White, 25, of Indiana, filed Jan. 2, were withdrawn Feb. 19.

• Simple assault, harassment and criminal mischief charges against Todd M. Boring, 32, of Blairsville, filed Jan. 9, were dismissed March 10.

• Criminal trespass, defiant trespass and receiving stolen property charges against Weylin S. Fratzke, 19, of Indiana, filed Jan. 13, were withdrawn April 7.

• Unauthorized use of a motor vehicle charge and two summary driving infractions against Stacie M. Turner, 37, of Homer City, filed Jan. 9, were withdrawn April 7.

• Defiant trespass and disorderly conduct charges against Joel E. Pete, 61, of Indiana, filed Jan. 15, were withdrawn Jan. 22.
