Police at Indiana University of Pennsylvania cited Brian Plowcha, 22, of Homer City, with public drunkenness at 2:19 a.m. Wednesday, after officers found him unconscious in the back seat of a vehicle in a parking lot along Pratt Drive near Whitmyre Hall.
James Rosenbeck, 43, of Indiana, was held at the Indiana County jail on Wednesday after being charged for a ninth time with shoplifting, state police at Indiana reported.
Rosenbeck stole unspecified merchandise from Kmart in Indiana Mall on Monday, according to a report.
Troopers charged him with a third-degree felony count of retail theft and summary counts of criminal mischief and disorderly conduct. Police also reported Rosenbeck is serving parole for an unspecified conviction.
District Judge Susanne Steffee, of Homer City, set bond at $5,000 and scheduled a preliminary hearing for Monday.

State police reported Shawn Lydick, of Creekside, was lodged at Indiana County Jail on Thursday to await court action on an accusation that he violated a protection-from-abuse order.
According to a news release, Lydick directed a text message to Jaime Kelly, of Sagamore, and sent it on Wednesday to Kelly’s husband, in violation of a restraining order that prohibits Lydick from contacting Kelly through a third party.
Joshua Duffy, 27, of Greensburg, was charged Thursday by state police with a misdemeanor count of theft by deception stemming from a ruse he allegedly pulled off at Walmart in SouthTowne Plaza.
According to police, Duffy took a Bostitch drill from a merchandise shelf, took it to the customer service desk for an exchange, and was given a gift card valued at $52.97.
Troopers filed a criminal complaint in Indiana District Court. A hearing date has not been set.
Derry Township, Westmoreland County
James Lang, 56, of Derry, was charged by state police at Greensburg with simple assault and harassment in connection with an altercation involving Veronica Simms, of Derry, at 7:05 p.m. Tuesday at 135 M and B Place.
A preliminary hearing is scheduled for Wednesday in Bradenville District Court.
Chris Long, of Bradenville, told state police that his car was stolen between 10 p.m. April 14 and 6:45 a.m. April 15 from the driveway of his residence at 308 11th St.
