The opening ritual was conducted by Regent Darla Mechling. Karen Grey gave a reading about the Pledge of Allegiance as told by Red Skelton.

The Outstanding Flag Display awards were given to the aforementioned individuals and organizations for their generous contribution of providing the American flags that graced downtown Indiana from the 500 to 900 blocks of Philadelphia Street in 2013.
Harley donated the large flags, the American Legion post donated the smaller flags and the borough installed the flags. Harley stated that the flags will be flown again on Philadelphia Street this year.
Thanks were given to Lois Rura for preparing the program and Elaine Good, Mary Sleppy, Betty Wallace and Beverly Fazio for providing the refreshments for the ceremony.
