PENNS MANOR: Directors hire assistant principal

KENWOOD — An English teacher from the Purchase Line School District has been hired as the assistant principal for the Penns Manor Area School District.

Board members unanimously approved Kristen Zeglen on Thursday. Zeglen was chosen out of “a lot” of applicants, 10 of whom were interviewed in the first round and four of whom were brought back for a second round of interviewing, said Superintendent Thomas Kakabar. High school Principal Daren Johnston and elementary Principal David Grimaldi made the final selection.

The assistant principal position is an 11-month, 220-day position with no vacation entitlements, with an annual salary of $70,000. Zeglen’s responsibilities will be shared between the elementary and the junior/senior high school.

Also Thursday, the board approved a motion to authorize the administration to contact the state Department of Education regarding clarification on a cafeteria request for proposal (RFP) and, if necessary, authorize Kakabar and business manager David Kudlawiec to undertake the necessary steps to seek updated RFPs to explore cafeteria outsourcing options.

Kakabar said the RFP is part of the negotiation process regarding the district’s cafeteria services.

“We’re looking at possibly, if we can’t come to an agreement, to outsource the cafeteria, and we have to revisit that now because the RFP that we had prior to this only lasted for a year,” he said. “So we have to investigate that and see what the process is that we have to do.”

Negotiations have been ongoing since January 2012. A rally took place last January to urge the board to reconsider entering a potential contract with the private food management company Metz Culinary Management out of Dallas, Pa., and to keep the jobs and tax dollars in the district.

Penns Manor officials have said the district is losing more than $100,000 in its cafeteria program, with taxpayers now subsidizing that money, almost an equivalent of 4 mills in taxation.

Also, board members approved 10-cent increases to school meal prices to meet guidelines under the federal Healthy, Hunger-Free Kids Act that was passed in 2010.

The law requires school districts to set school lunch prices on an equitable level with the free and reduced lunch reimbursements from the federal National Food Service Program. The “Paid Lunch Equity” rule states that the price of a school lunch must be at least the difference between the federal reimbursement for a free and paid lunch.

“We’re still behind the eight ball,” Kudlawiec said, adding that 10 cents is the highest the meal prices can be increased per year.

The prices will go from $1.10 to $1.20 for student breakfast; $1.90 to $2 for elementary student lunch; $2.10 to $2.20 for high school student lunch; $1.85 to $1.95 for adult breakfast; and $3.60 to $3.70 for adult lunch.

In other action Thursday, the board:

• Hired E’milie Aires, Loraine Ludwig, JoAnn Martin, M. Beth Palilla and Kimberly Rhea as Jump Start instructors starting Aug. 12 through Aug. 23. The program runs from 9 a.m. to 11:30 a.m. each day at $38 per hour.

• Approved an agreement with EduLink Inc. for the PAETEP, an electronic teacher evaluation portal to be used by the district to manage the teacher evaluation process for its teachers and supervisors at an annual licensing fee of $2,348 from July 1 to June 30, 2014.

• Approved a 36-month renewal agreement with Edmentum (Study Island) not to exceed the total amount of $33,503.60: $13,317.87 for 2013-14; $10,092.87 for 2014-15; and $10,092.86 for 2015-16.

• Appointed Stephen Repik and Keith Long as community resource people for 2013-14, with Long receiving $9 per hour for 1,015 hours and Repik receiving $11 per hour for 1,100 hours, staying unchanged from last year’s rates and hours.

• Granted permission to the administration to post and advertise, if necessary, for instructional assistants, if necessary, based on student needs as they are addressed within the individualized educational plan.

• Named Joette Dudeck as the Pennsylvania School Boards Association voting delegate for the district at the School Leadership Conference in October. Dudeck abstained.

• Approved the following volunteers for 2013-14: Tom Huber, cross country and track and field; Sarah Allman, Allison Baker, Ashley Delfonso, Danielle Malicky and Erika Talmadge, volleyball; Joe Packer, Lee Kuzemchak, Bob Packer, Mark Dalton, Carson Rhea, Tom Carrick, John Houck and Rudy Bassaro, football; Fred Montanaro, Rebecca Lingenfelter and Nathan Johnston, band.

• Approved the extension of a contract with Keystone Rehabilitation Systems for athletic trainer services at a base contract rate of $34,417.66 for 2013-14, an increase of $1,002.46 from last year.

• Approved the varsity football team to conduct an overnight football camp at Camp Seph Mack from Aug. 11 to Aug. 16.

• Granted permission to the Clymer Volunteer Fire Company to use the high school locker rooms and showers on Aug. 3 from 10 a.m. to 1 p.m.
