PURCHASE LINE: Board moves on superintendent search
PURCHASE LINE — The Purchase Line School District voted to use in-house resources to find and hire a new superintendent during its regular board Monday at the high school.
According to acting superintendent Paul Gallagher, the board saw presentations by both the Pennsylvania School Boards Association and ARIN IU 28 regarding what services are available to the board in its search for a superintendent.
“Just because you saw those presentations doesn’t mean you have to use one of those options,” he told the board.
A number of candidates have already expressed an interest in the position, said board member James McMullen.
McMullen, who is Purchase Line’s representative to the ARIN board, recommended that the district use ARIN for the search.
Comments were made supporting both ARIN and the PSBA, but ultimately the argument came down to an issue of advertisement and how far the position could be advertised for the lowest cost. The PSBA sends out advertisements across the state via a free publication, according to board member Scott Gearhart; however, he felt a substantial amount of money could be saved using an in-house search.
Even with advertising, the board could still only hear from the same number of candidates as a local search, according to McMullen.
The board proposed and approved keeping the search in-house with the help of Gallagher.
Gallagher was appointed acting superintendent on July 1 following the resignation of Tina Hazelet. The former superintendent of the Hollidaysburg School District, Gallagher is to act as superintendent for the 2013-14 school year or until the district hires a new superintendent.
The board also tabled a motion to approve a revised policy regarding overtime pay.
The policy had not been worded correctly, according to board member John Nichols. According to the Society for Human Resource Management, employers are required to pay time and one half in excess of a certain number of hours worked each week; however, employers do not have to count paid holiday, paid time off, vacation, personal and sick leave hours taken by employees.
“Holiday, vacation time, and personal time occurring during the work week shall be considered as hours worked during that work week,” Nichols quoted from the policy. “It’s saying that times not worked shall be considered as overtime.”
The board agreed to examine a revised policy and make a motion to approve it at a later date.
The board accepted the resignation of board member Scott Gearhart, who said he is leaving the board “due to personal reasons.”
The board also accepted the resignations of Kristen Zeglen, English teacher, secondary language arts department chairperson and yearbook adviser; and Eric Misko, elementary teacher.
Motions to hire Julie Horner as health and physical education chairwoman and Dorothy Eyler as second assistant band director died as no action was taken.In other business, the board approved:
• The transfer of Jody Dean to a high school English teaching position beginning with the 2013-14 year.
• Hiring Steve Woodrow as fine arts department chairman, grades K-12, and Jody Dean as secondary language arts department chair, grades 7-12, both at $1,856.
• Hiring Jessica Subich as newspaper adviser at $1,200 and Jody Dean as yearbook adviser at $2,100.
• Hiring Amber Trout as assistant cheerleading adviser at $1,350.
• Hiring Donna Gearhart as a seven-hour instructional aide at 12.85 an hour.
• Cafeteria breakfast and lunch prices for the 2013-14 school year. Elementary breakfasts will cost $1, regular; 30 cents, reduced; elementary lunch: $1.80, regular, and 40 cents, reduced; secondary breakfast, $1, regular, 30 cents, reduced; secondary lunch, $2.10, regular, 40 cents, reduced; adult breakfast, $1.65, and adult lunch $3.75.
