Public drunkenness

Indiana University of Pennsylvania police found Ralph Rowe, 20, of Downingtown, urinating on the side of the IUP co-generation maintenance building at 12:06 a.m. March 8.

He was charged with public drunkenness and underage drinking.

IUP police said Shane Lee, 22, of North Huntingdon, was observed staggering through the Hadley Union Building parking lot at 4:24 p.m. March 8. He was charged with public drunkenness.

Campus police cited Giuseppe Failla, 21, of Muncy, for public drunkenness after police encountered him along Pratt Drive at 12:55 a.m. March 9.

DUI arrests

Indiana police saw Brian Helsley, 20, of Hollidaysburg, driving on the wrong side of the 600 block of Wayne Avenue and then making a left turn against a red light at Wayne Avenue and Locust Street at 12:37 a.m. Feb. 9.

Police stopped Helsley’s vehicle and discovered he was intoxicated and in possession of drug paraphernalia and marijuana.

He was charged with DUI, underage drinking, possession of a small amount of marijuana, possession of drug paraphernalia and traffic violations.

At 12:51 a.m. on Feb. 16, Indiana police made a traffic stop in the 800 block of School Street on a vehicle driven by Cole Zelkovic, 19, of Coraopolis.

Police said he was intoxicated and did not have a driver’s license.

He was charged with DUI, underage drinking and traffic violations.

Marijuana possession

Indiana police said Benjamin Simmen, 22, of McDonald, had marijuana and prescription pills not prescribed for him at 12:40 a.m. March 6 in the 200 block of South Seventh Street. Police said Simmen was charged with possession of marijuana, possession of a controlled substance and a traffic violation.
