Saltsburg man accused of restraining teenager

A man is facing charges after police say he chased down a teenager who threw corn at his vehicle and then allegedly struck him and handcuffed him.

According to state police in Indiana, the incident occurred around 9:40 p.m. Thursday as Jack O. Edmundson Jr., 43, of Saltsburg, was driving down a stretch of Route 286 known as Leech Avenue in Conemaugh Township. Police said two boys, both 15, also were walking along that same stretch of road, “corning” passing vehicles.

When the boys threw a handful of kernels at Edmundson’s vehicle and one other, the drivers both stopped and the boys ran off.

But the two drivers pursued them, first in their vehicles and then on foot.

Police said Edmundson shouted “police!” at one of the boys, causing him to stop running. Edmundson then tackled him, struck him and handcuffed him, police said.

Once restrained, he tried to place the boy in the back seat of his vehicle, police said, and a bystander who witnessed the incident said Edmundson asked him to call police.

The bystander, who was not identified, said he noticed that the cuffs were on so tight that the boy’s hands were turning blue. The bystander told police he asked Edmundson for the key, but Edmundson said he did not have one.

The bystander then grabbed a pair of bolt cutters and tried to remove the cuffs, but was only able to cut the chain.

Troopers later arrived and were able to remove the cuffs’ bracelets. Troopers said they noted injuries to the boy’s wrists.

Edmundson is charged with felony counts of unlawful restraint and false imprisonment and simple assault, impersonating a public servant, harassment and disorderly conduct. He was arraigned before District Judge Guy Haberl and freed on a $10,000 cash bond.

Both boys were cited for criminal mischief, police said.
