Someone stole a roadway detour sign from Poplar Road about 300 feet north of Purchase Line Road between Friday and Monday, state police in Indiana reported. The sign is 72 inches wide by 42 inches high, orange with black lettering that reads “Ash Road closed at Dixonville Road, follow detour.” It belongs to Rae-Lyn Enterprises Inc. of Spring Church.
Matthew W. Rapphahn, 19, of South Londonderry, Vermont, was arrested after a traffic stop around 1:11 a.m. March 3 at the intersection of Garman and West avenues and Eighth Street, Indiana University of Pennsylvania police reported. Police said he was charged with DUI, underage drinking, and driving after drinking any alcohol as a minor as well as two traffic offenses.
Alexandra N. Manning, 18, no hometown listed, was held in the Indiana County Jail on a temporary detainer after IUP police found her unable to stand or walk on her own around 2:32 a.m. Friday on Pratt Drive at Grant Street, according to police reports. Police said she was cited with underage drinking and public drunkenness.

State police in Kiski Valley reported a 51-year-old Avonmore man was taken into custody after he refused a breath test in the parking lot of Dollar General around 8:55 p.m. Sunday. Police said the man, who was not identified, will be charged with DUI.
