Palo worker Brian Foust, front, applied the top row of bricks and Randy Powers applied the lower row Monday as they placed the last of the brick trim to the new retaining wall along Water Street at the Vinegar Hill steps above North Seventh Street in Indiana.

The new retaining wall is 12 feet tall at its highest point and nearly 19 inches wide.

The $1.6 million project to replace the wall and steps also includes new lighting and landscaping along North Seventh Street, and is on track for completion by November.
